“Indeed, an emperor,” Duge laughed. “Though the kings and emperors of the Mortal Realm claim the title, their power is constrained at every turn, and nominally they must adhere to the Heaven Emperor, which is not normal. By definition, an Immortal Emperor should only govern Immortals, and an Underworld Emperor should manage the souls of the deceased, neither of which should interfere with the Mortal Realm.
